home education: IEF en Angleterre

Pour les non-anglophones, j'ai commencé à mettre ce que cela voulait dire en français (bon, je ne suis pas traductrice ;-) donc c'est le sens général)

Educating children at home

Parents are allowed to educate their children at home instead of school if they choose to do so. Under UK law it is education that is compulsory, not schooling, though the vast majority of parents do choose to send their children to school. The following guidelines are useful when considering educating children at home:

Les parents ont le droit d'eduquer (=instruire) leurs enfants à la maison, au lieu de l'ecole, s'ils en font le choix. Selon la loi du royaume uni, c'est l'education qui est obligatoire, non la scolarisation, bien que la plupart des parents choisissent d'envoyer leurs enfants à l'ecole.

Ci-dessous un guide d'usage si l'on songe à instruire son enfant à la maison:

  • It is for parents to decide how they deliver home education. They are not required to follow the National Curriculum nor to keep to school hours. Parents are required by law, however, to ensure their child receives an efficient full-time education suitable to their age, ability and aptitude and to any special educational needs the child may have.

C'est aux parents de décider de la manière dont ils font l'IEF. Ils ne sont pas obligés de suivre le programme scolaire ou de calquer les journées sur le rythme de l'école.

En revanche, selon la loi, ils se doivent de donner une éducation adaptée à l'âge, aux capacités et aux aptitudes naturelles de l'enfant, ainsi qu'aux besoins qui lui seraient particuliers.

  • Although parents are not legally required to inform their local authority when they decide to educate their children at home, it is helpful if they do this. If their child is already enrolled in a school when they decide to home educate, parents must notify the school concerned in writing that they intend to educate their child at home. 

Bien que les parents ne sont pas légalement obligés d'informer les autorités quand ils décident d'instruire leurs enfants à la maison, c'est mieux s'ils le font. (mais ce n'est pas obligatoire!). Si leur enfant est déjà à l'école (ou a juste été inscrit... là, c'est moi qui rajoute, mais je l'ai lu ailleurs: une simple inscription compte et il ne faut pas oublier d'écrire un courrier dans ce cas-là) les parents doivent, par courrier, tenir l'établissement au courant de leurs intentions.

  • It is also advisable, but not compulsory, for parents to inform their LA of any significant changes in their circumstance relevant to the effective education of their child, such as a change of address.

Il est aussi conseillé aux parents, sans que cela soit une obligation, d'informer les autorités sur d'eventuels modifications, telles qu'un changement de domicile.

  • The LA will need to be satisfied that a child is receiving suitable education at home, and may ask to visit the family home to talk to the parent and child, and to look at examples of work. The LA will need to be satisfied that the parent is willing and able to provide a suitable education. At the initial meeting the nature and frequency of future contact should be agreed.

  • LAs have no automatic right of access to parents' homes. Parents may wish to offer an alternative way of demonstrating that they are providing suitable education, for example through showing examples of work and agreeing to a meeting at another venue.

  • Where it appears to an LA that a child of compulsory school age is not receiving efficient or suitable full-time education, either by regular attendance at school or otherwise, the LA is obliged to serve notice on the parent requiring them to satisfy the authority that their child is receiving suitable education "otherwise than at school". If the parents' reply is unsatisfactory, or if they fail to reply, the LA may issue a school attendance order (SAO).

  • There are no funds directly available from Central Government for parents who decide to home-educate their children. LAs have no legal duty to provide financial support to parents who elect to home educate their children. However, some LAs do provide guidance and other support to parents, including in some cases free National Curriculum materials, but the level and extent of such support is decided locally, based on the authority's own policies and the needs of the child.

Les inspecteurs n’ont aucun droit légal d’accéder au domicile des familles ni de vérifier régulièrement l’instruction. Wouah ! Alors ça je suis sidérée, je ne savais pas qu'il pouvait exister une telle liberté d'instruction sans même d'obligation de déclaration aux autorités ! Un pays qui fait rêver lorsqu'on pense à certains contrôles... Merci de nous en avoir fait part.
